Princess Characters Walking Around Disneyland

Why is it that the Princess characters can walk among the crowds without getting bothered like they would at Disney World?

Were the princesses just walking around talking to people, or were they walking to get to their next appearance somewhere? Just curious. My girls would have loved it if they would have just happened upon the princesses! The only time we saw them was at Princess Storytime and at Ariel's Grotto, which were both adorable. We went at a pretty crowded time. Do the characters come out more when it is less crowded? The was a time when we saw Cinderella out and about, but she was walking fast and a CM was with her making sure she got to where she needed to be. She was adorable and blew my girls a kiss though!

If the princess is coming on stage (going to a meet and greet spot) she and/or her handler (ok, that makes them sound like show dogs) usually ask anyone who comes up to follow them over. If she's going offstage, a lot of the time they'll stop for a quick pic or autograph, but other times they'll announce when she'll be back out (just as they do with other characters).
