Princess Breakfast at Epcot and charging CC?

I was wondering if they charge your CC $10.00 per person if eveyone in your party does not show up for the ADR? Like if I had ressies for 9 and only 7 showed up, Will they charge CC $20.00 or no because you did show up for ADR?
