Priceline car rental & extra charge?

So, this was my first time renting with Priceline. When I returned my car to Avis, they said I owed $3.31 for an "Energy Recovery Fee". I spoke with customer service, and they said it was probably a new fee, and that's why it wasn't included in what I had already paid Priceline. However, my google search led me to discussions from 2 years ago where people were discussing this fee.

I checked my reservation, and I was charged $58.15 for taxes/fees, but there was no specific breakdown, so I can't be sure if I already paid Priceline for this particular fee.

Has this happened to anyone before? Is it a bogus charge? I thought that once I paid Priceline, I would be all set and wouldn't owe anything else, but maybe I missed some fine print?

Maybe the fee isn't new, but it increased? If it increased, it is possible that additional amounts were due.
 
The energy recovery fee is a fee that Avis charge to all renters.

"To help recover the escalating energy costs related to our business operations, we must impose a separately stated Energy Recovery Fee (ERF) to all customers at all locations. Please check for all fees that apply to your rental in the Rates section during your car rental reservation process."

It should be $.47 per day. In addition it should have been included in your Priceline quote, it is not a new free (implemented in 2008) and has always been $.47.

As Priceline T&C's state:

All rentals will include Time and Mileage ("T&M"), as well as all Taxes, Fees, and Surcharges ("TFS") associated with the T&M for the rental based on the timing and pick-up/drop-off of the rental; and

This fee should have been included in your rental quote. This issue should be sorted out between Avis and Priceline. I would contact Priceline and tell them to take care of it for you with Avis.
 
Indeed, it was 0.47 cents per day, and they calculated tax onto that as well. Thanks for the advice, I will contact Priceline. :)
