We will be dining at Chef Mickey's and I was wondering if I could prepay for our dinner?

No, you can't, unless you sign up for the Dining Plan for which you basically prepay for all your meals. But unless you have DVC, you can't get the Dining Plan without a room/tickets package booking through Disney.
