I think the only toll free ones are 8** where the * the same number. The ones I have seen are 800, 888, 877 and 866 but there could be more.

Area Code 855 was to go into service in 2001, but I don't believe it has been heavily used, yet, so there aren't any further toll-free area codes on the near horizon.

Area codes can cover a lot of cities, so it wouldn't be surprising for most area codes to cover both upper class and lower class (economic) cities.
