Preferred Parking Question

If we pay for Preferred Parking for the day, and we have a park hopper, can it be used at other parks the same day?

To jump on this question - if I already get free parking (ap and dvc), can I upgrade to preferred parking and only pay the difference? Or do I need to pay the whole price?
