Am I reading the calendar correctly? IoA is blacked out for all of July-mid Aug. The Studios are NOT blacked out over the summer?

That's correct. One or the other park is blacked out for Power Pass holders every summer yearly. This summer, it's IoA that's blacked out. PP holders did get somewhat of a reprieve, though. Usually, a lot of June is blacked out as well.
