Til the excursion fills up. They do accept reservations when you're onboard, if there's room. The weather is bad, the excursions will be canceled and $$$ credited back to your ship-board account.

Until it's full. Excursions have a space limit. When all the space fills, it's closed.

Sometimes an excursion will fill up weeks before the cruise. Sometimes there is still availability when the cruise begins.

Occasionally, there may be a wait list for an excursion once you board. If someone decides the cancel an excursion once onboard (or after the penalty date) they will fill the space with the wait list.

Or, if enough people are on a waiting list, they can work with the vendor to secure another block of seats for an excursion. Doesn't happen often, but we've seen that a couple times. Sometimes, based on how busy the port is, they can get some room on an excursion that is shared with another cruise also.
