Port Canaveral car rentals through Costco help

When I pull up quotes for a car for our upcoming cruise, it shows me 2 different options (same address) for both Budget and Avis. There is about a $10 cost increase to go with the one that says "shuttle" in the title for each agency.
Can I assume that I can book the non-shuttle option if DH will just hop in an uber to grab our car? I thought shuttles were free, but I guess they must not be?

When I needed to rent a car from Port Canaveral, I called Budget directly.
I got a great rate even better than Costco.
It was a one way rental to Ft Lauderdale for under $50.
 
I reserved through Costco. I saved $10 over what I had already reserved. Here is the address I am going to for Budget

I booked a car for after our cruise in PC with Budget through Costco Travel last month. Since the address for the two locations was the same, I picked the cheapest and assumed a shuttle would work either way. We took the shuttle at the port to Budget which was really easy. About 5 minute drive to Budget location. There we were told that we had booked at the Cape Canaveral location but we were at the Port Canaveral location. I'm not sure why Costco has the same address for both locations. They did honor the rate but had to charge a "required" $10 port fee. So it ended up not being a big deal at all.
