Not really sure that's true anymore. Not going to search all 50 states, but jurisdictions in California, DC, New York, Texas, and Florida all permit them in public pools.

I'm a lifelong Texan and swim diapers have never been allowed at the public pools I've been to (with the exception of separate wading pools designed for babies/toddlers). It might not be against a state law that you can search online, but that doesn't mean that most municipalities are allowing that in their public pools.
