Popeye, Bluto & the gang

Does anyone know if Popeye or Bluto are characters that are available to meet everyday, or is it hit & miss? This is the ONLY thing my 5 yr. old wants to do while in Orlando. He talks about it every day, every hour, every second. Thanks for any info.

I saw Popeye alone once (wandering around Toon Lagoon) and another time w/ his Olive

I, too, have seen him and the gang around Toon Lagoon, and we've also seen them numerous times at Universal in various areas. We have a great pic of my lil' bro and his girlfriend with Popeye and Olive at Universal, but I have no idea how to attach it to a post.
