Pool Hopping Aside, How About Other Recreational Programs

In recent posts on pool hopping, some seem to think that there is a "fundamental right of a DVC member to use recreational facilities at any DVC Resort" and reference (from the guidebook) to being about to participate in recreational, educational and miscellaneous programs, including programs offered to children through the Disney Discovery Club. I own a non-DVC home at HH, right across the road from DVC. I would love to be able to sign up my grandchildren for some of the activities they have there. Does this mean I can? I'll bet not, but sure would be nice.
 
No, DVC does not allow use of facilities if not staying at the (a) resort. By contrast, the Marriott's there do allow owners to use the facilities regardless. I'd check in to Grande Ocean or Barony depending on where they are. Also some of the other resorts are nice as well.
