if i owen bcv and am staying okw can i still use pool at bcv

No. Even if you own at BCV you can not hop to Stormalong Bay. Animal Kingdom Lodge pools and BCV pools are not included in the pool hopping perks.

While I don't personally care, some would say it's unfair for those staying at BCV to be able to PH while those staying elsewhere can't. You can come to my pool but I can't go to yours.

It doesn't matter where you own, only where you are staying. If you are staying on points at a DVC villa at WDW, you can pool hop to any Disney owned pool at WDW except any BC/YC/BCV pools or AKL/AKV pool. As long as pool hopping is not blacked out for a holiday time.
