We did this last for a stay in early 2009 (Feb) which was booked in 2008 (may or june maybe). Maybe this was prior to the change? When was the change implemented?

using google, it looks like the change was effective 1/1/2008.

it doesn't shock me that enforcement might be somewhat erratic...
