So far we have had wonderful luck by faxing in our room request. We're staying in a LV room at the Poly. We'd like the best location for the pool and the monorail. Can someone recommend a building? Smoke free is a plus too..

Tnaks..

Tokelou is just the other side of Hawaii from the volcano pool, and has some lagoon view rooms.
I just got back from staying in Tahiti, which isn't the closest to the pools, but its a very quick walk going along the beach. Also, I found it easier to walk right next door to the TTC, where you can catch a monorail to either the MK or Epcot, or the ferry to MK, or busses to MGM or Animal Kingdom. It was much quicker than getting over to the GCH and waiting for a bus, which we did one morning after berakfast. Also, the GCH buses fill up quickly, because they stop at the Contemporary first.
Also, the view of the fireworks from the room was great, and the ferries coming and going were beautyful, especially at night.
The only downside was that the Electric Water Pagent started just off to the left of the building, facing the lagoon, so we didn't get to see the whole thing before it moved away; but a quick walk out onto the beach put you right in front of it.

We loved Tahiti, it is a great location, but since you specifically mentioned wanting a building close to the pool and the monorail, I would say that Tahiti is not the one you want. It is close to the TTC which is nice, but the pools are not very close. This isn't a problem, I mean, they're not really far away, but I know when it was a bit chilly the walk, I mean run, back to the room would have been nicer if it was shorter, LOL.
We have only stayed LV in Tahiti and Hawaii, and we are going back to Hawaii in March, so I can't help you with the other LV buildings. Hawaii has what you want if you can swing concierge! Once we stayed in the Hawaii building it was hard to think of going back to Tahiti. We stay concierge not just for the lounge, but for the building location. It's nice to be right by both pools and a short walk to the GCH. We also walked to the TTC from Hawaii, it's not far. I guess that's the thing, none of the buildings are too far from anything at the Poly unless is is raining or cold or something that makes the walk not so nice. Most of the time we always enjoyed the walk through the beautiful grounds.

It's by the quiet pool, and our Garden room had a bonus Lagoon view for no extra $$!!!

Not too far from the main bldg. either. Very convenient to everything Poly.
