From an evironmental, zoning, and/or legal standpoint is there anything prohibitting Disney from using landfill to create more land space for DVC at Poly? It's worked for airports, universities and other building projects.
Disney has their own government, short of state wide rules that are absolute or Fed laws that override state and local, they can do anything they want.
The "Longhouses" closest to the "Luau Cove" area
could be removed this way giving Poly DVC water front
views and some beach area, also, I can't see a reason to
put in a pool just for this. Like mentioned already
on this thread..."the economy" will dictate the chances
of this coming to fruition any time soon.
