We have been taken to our room in a cart each time we've stayed at the Polynesian and we have never stayed concierge. I believe it is standard procedure.
It depends on how close to the check in center you are!! We were in the longhouse adjacent to the Ceremonial (check in) and so we didnt get the ride around, and at first I was disappointed, then I lol at how great a room and the place we had ( so close to the food court, the monorail, the laundry room, Neverland, the Pool...) that I quickly fell in love with the Poly!
We didn't stay concierge and we didn't get a cart when we were there and stayed in Tokelau. I then thought it was just for concierge. We told them it was our first time there. We only got the cart when we asked for luggage help when we left.
If you ask for luggage assistance when you drive up they will put it on a cart for you to go check in and when you come out with your room assignment they will usually put it on an Island guide cart to take you to your room. When I stayed non-concierge I was always taken to the building by cart.

When we stayed at the Polynesian we were not concierge but got the tour. That's when my kids learned to say "ALOHA!" What a wonderful trip it was!
