I would go in February. I lived in Florida this past year in Tampa and found the weather in January to be quite cold. I was in long pants and a jacket or sweatshirt everyday. However in February the weather had warmed up considerably and I was swimming in the school pool. Atleast in February there is a chance of some warmer weather where in January it is in the 50s for the most part although you could get lucky with some nice weather.
You definately don't want to go in January! It's a terrible time to be there. You never know how the weather will be, it gets dark early... just a bad idea overall.
And besides, we'll be there January 6 through 20 and we don't want to stand in line behind you!

DH & I always go END of Jan and into the FIRST weeks of Feb....we would LOVE the middle of FEB but that is school vacation and it gets really really crowded then. The weather can be hit or miss...but being from the NORTH we LOVE any weather we can get in late Jan early Feb.
Also late Jan into early Feb is OFF SEASON for the World and the rates tend to be better.
We went in January of this year(for 5 days starting the day before MLK day) and it was great ! There were hardly any crowds , the wait times for rides was less then 10 mins, and the weather was great-70's during the day and chilly at night!
If you do decide to go in February, go early in the month. Come Mid-February the place really gets crowded as folks from the northeast get get school vacation.
Here's my experience: I went in February 2005 and January 2006. January 2006 was the better trip.
The weather, I think, will be equally unpredictable for either month. The Unofficial Guide says the average temps are the same. Rainfall is lower in Feb. but the number of rainy days is the same. So, weather shouldn't be your deciding factor.
Crowds were much better for the January trip (and that's why I would recommend Jan. over Feb.). As an example, my wait time for Tower of Terror in February was about 30 minutes (still not bad), but in January I was riding with literally no wait. I would ride with about 5 other people on the elevator. I watched the video from my February trip yesterday and was surprised at how crowded it looked compared to my January trip.
As for the weather: I can't imagine that there is that big of difference between January and February. The weather is unpredictable. My sister's friend went in January once and it was in the 80s, when we went it was in the 40s. I would suggest bringing sweaters and gloves! Make sure you bring GLOVES! It barely rains though.
Crowds: Almost everything was walk on. The longest wait we had was for the House of Innoventions (20 min). I think in February you start to get the mid-winter breaks and park attendence would be up.
If you go in the beginning of January the Christmas decorations are still up (if that might tickle your pickle).

We went one year in October, and it was too cold to swim then. I like it warm enough to swim, but not scorching hot. I thought Jan/Feb would be great for crowds and prices. I guess I can't have it all, huh? We'll have to decide what are priorites for us.

We swam in both our Jan. and Feb. trips thanks to the miracle of heated pools. The kids wanted to and the pools are really nice, so we did something would probably wouldn't do otherwise. It's pretty chilly when you get out of the pool since humidity is much lower in winter.
I'll add one other point about the unpredictability of the weather: our February trip was colder and rainier than our January trip. We had 2 days of rain in Feb. out of 4 days in the parks. In Jan. we had 0 rain days out of 7. Temps were only uncomfortable at night on both trips.
