Points vs Cash Reservation

Recently, I was trying to add a day to an existing reservation. When I called DVC, they said the extra day was not available. However, if I go through the Disney site and try to book the same type of room through the reservation system, it says the room type I wanted is available (for cash of course).

Is this because Disney holds a certain percentage of the DVC resort for availability on a cash only basis?

Yup.

Yes. Further, when members use points to stay at non-DVC resorts or to book cruises on the DCL, these points must be used to book DVC rooms that can generate the cash to reimburse the non-DVC location (like other WDW resorts, the DCL, etc.).
