I am thinking of purchasing more points. If i purchase points at a different resort can i use all my points at 11 months at the new resort even though the new resort has less points attached to it
 
No. Each point has a specific home resort, and can only be used at that resort during the Hope Home Priority (11 month) period. At seven months, you can combine them.

No, your 11 month window is only for the resort they are for. If you have 100 at SSR and buy 50 at POLY, you can only use 100 at SSR at 11 months, and 50 at 11 months at POLY.
If what you are describing, people would buy a bunch of cheap points and just a few at a more expensive resort and use the cheap points at the expensive one.
 
Just to add. Points retain also their restrictions when you combine them at 7 months. That will only matter with resale, but good to keep in mind.
 
As with most options in life there is always tradeoffs to consider. Buying another resort gives you the ability to have 11 month priority there but likely means you'll have to do a split stays if you need to use all of the points for stays in hard to get rooms/views.

One option could be to rotate and use the points for two years one year at resort X and then use the two years at Y using bank and/or borrowing of the points.

Keeping your points in the same resort/use year has it's benefits as it allows a lot of flexibility in the future at that resort. What if you want to bring friends/family along and splurge for a bigger room at a hard to get time/resort.
