Why is it such a secret? How do you find out about it? This is at DHS right?

It's a secret because that's how Disney wants it.

It is a regularly scheduled but unpublished meet (unlike trainings at Epcot which are both unscheduled and unpublished) that is supposed to be a fun surprise rather than an expectation.

It's secret because it is short in length. According to my google searching, it only lasts 20 minutes and they will stop people from entering if too many people are present. I can imagine it easily being a headache if they were to announce it and 4000 people show up. Search "characterpalooza" and you'll find a wealth of information.

Is there anyway to know what time it will be on a certain day?

Just checked my lines app, the wait is posted as 30, but really is 24 minutes. The lines were pretty long this past August, usually 60 minutes or so And the summer before that, 90 minutes, yes in the heat of August!! . Glad things are finally calming down
