If I already had a package booked(not with a Disney Visa) and free dining came out (for Disney Visa holders), could my package be rebooked with the Disney Visa and the remaining balance be paid on it?

Yes, I believe you can do that. I think I remember seeing folks here applying Disney Visa codes to existing ressies.
