Each chapter has different rules and guidlines, the chapter in our area just wanted 1 no tye fleece your choice boy or girl, but we signed up early, now when I look they are looking for just older boys blankets. Try to Search on the gad site and see whats offered in your area to get a better idea of requirments

Our family chose project Linus and we needed to make 1 blanket for everyone who was participating. There are 5 of us so we made 5. I know some chapters require more per person. We did the no sew fleece blankets. The directions were on the Project Linus website. It was very easy to do. Just took a little time. We are turning ours in next Saturday and I can't wait to get our vouchers. We are going to WDW in July.

If you find one in your area it is an easy thing to do and I don't sew.

Our (semi) local Project Linus was listed. I know some are finding they can choose a non-local one and mail them. You do need to do it through the Disney site though, not through PL directly.
