If you have a new Pal Mickey, what are the changes in this version? I know he has different cloths, but is that all?

There are some people there who have the new one and have used it. It sounds like the changes from version 2-3 are very minimal. Not nearly as many changes as from 1-2.

I have been checking the palmickey site, but under the news section it doesn't list anything except that he is new and where to buy him.
