I'd say TH > CP unless you especially like Pooh, etc. GG is awesome, though (but maybe you left it out on purpose). DHS also has one - H&V, I'd place that fourth.
Garden Grill as Epcot has all you care to eat breakfast served family style. They will bring more of whatever you’d like. The character interaction is great. Farmer Mickey, Pluto, Chip & Dale will come by your table at least twice.
Also, the entire restaurant very slowly rotates, offering all the different views of Living with the Land while you dine.
It is quieter and more relaxing than some of the other character meals.
I have never been but seconding that I always hear rave reviews about Garden Grill - I have been to CP and would never go back - the layout/crowds make it unenjoyable IMO.

Crystal Palace and Tusker House show availability today. For the past several months, advance dining reservations (ADRs) have been as open as I have seen them in several years. You should be ok.
We were at Tusker House in the fall of '22. Goofy was a real cut-up. The Garden Grill interaction is great, too. We were there last month. Lots of pics with Chip 'n Dale.
Jumping in to say yes another vote for Garden Grill if you like that one. I think I still prefer TH slightly more but GG is great. We’ve done it more than once. I can’t comment on breakfast food, though. We’ve only done lunch at both restaurants. We aren’t really breakfast people.
I am thoroughly grossed out by buffets, so the only one I would suggest would be CRT in MK. It is $$$ for the food, but the experience is nice. If you can get a reservation when they first open, that is ideal.
I have seen too many people coughing/sneezing in a buffet line without covering their face and turning their head. I've seen too many come out of the restroom without washing their hands and head straight to the buffet lines and then I have seen people lick their fingers and then pick up items with their hands, rinse and repeat. Yuck!

Hope you come back and let us know what you thought about Garden Grill. We went a few years ago and loved it. Thought it would be a must do each trip. Of course, they changed the menu since then and it doesn’t look as appealing to me but am still tempted to go back.
Crystal Palace is open and airy light and bright with Winnie the Pooh Characters and Tusker House is a bit darker and Safari Themed. If money is not a huge concern I would do *both*. Crystal Palace on your MK day and Tusker House on your AK day. If I absolutely had to choose - I would go with Crystal Palace. Tusker House is a bit of adventurous eating and may not appeal to everyone's pallette. I personally like it - but YMMV.
Yes. He and goofy are at Pete’s silly sideshow. Donald is dressed like a Magician and goofy is an aviator. I believe that Donald and daisy have also just started meeting in Hollywood studios right near the muppet movie before you head into galaxy’s edge. There was a long line for them there in the hot sun. I think we actually had the most character meet & greets in Hollywood studios surprisingly.
