I will be going to WDW in December as part of a group where some of us have annual passes and others do not. Will we be able to add the Dining Plan to our reservation? (We currently have a room-only reservation.)

Also, can the dining plan be added upon check-in, or must you sign up in advance? Is there a price advantage to signing up in advance?

Any of the dining plans have to be purchased at least 3 days before you arrive. And the whole party on the reservation has to purchase the same plan.

Sorry I can't answer on the people with passes, as there is a way for them to purchase the dining plan, but it has something to do with buying a ticket or something like that.
I am sure an expert on that will be along soon to help answer that portion of your question.

Any rooms booked with the AP or with people staying in them with an AP do not require tickets (unless taking advantage of the Free Dining) to add the dining plan.

Rooms that won't have an AP holder in the room will require the room to become a package with dining in order to have dining.

Dining credits are per room, so everyone in the same room must have the same dining plan. All the credits will be on everyone's card in that room.

If you are thinking about adding the DDP on, then I would go online and see what is available for your dates. The dates have been available for a while now and you may not get your favorite restaurants. If you book some, book with the highest # of people as it is easier to show up with less people and get a table then to add more people. Just be careful of the ADR's that require a credit card hold as you will get charged for no-shows (Only book the number of people you know will attend).
