The project hours are 9am - 11pm (per MDE app)

9:00 - Peter Pan's Flight
9:45 - Under the Sea
10:30 - Thunder Mountain (FP+)
11:00 - Splash Mountain (FP+)
11:30 - Phillar Magic
12:15 - Space Mountain (FP+)
12:45 - COP
1:15 - Monsters Inc
2:00 - Buzz Lightyear Spin
2:45 - Its a small world
3:45 - Jungle Cruise
4:15 - POTC
(Spare time incase anything runs over)
5:50 - Dinner at Crystal Palace (ADR)
6:15 - Hall of Presidents
7:00 - Haunted Mansion
8:00 - 7DMT (if its still open)
9:00ish - MSEP/Wishes (if we still have energy)

The FP+s are not set in stone yet I am hoping to get FP+s for...

Thunder Mountain - 10ish to 11ish
Splash Mountain - 11ish to 12ish
Space Mountain - 12ish to 1ish

Overall plan looks good, but a couple of things caught my eye:

No lunch?

I think you'll get done with Peter Pan and Under the Sea waaaay before 10:30. You'll probably have them both done by 9:45.

ADR at 5:50 and Hall of Presidents at 6:15?? Must be a typo here somewhere, because no way this could possibly work.

Move it's a small world to earlier in the day (while you're still in Fantasyland.)

You'll need to put a lunch break in there.

You need to plan on 90 minutes for your Crystal palace ADR.

I would get a fastpass for 7DMT if you want to ride it. If you get in the queue at 8:00 you will not be able to see the parade at 9:00.

While there's no confirmation of a 24 hour day, that has happened previously on a leap year. If that would happen, expect crowds to increase exponentially. Extra hours would be nice, though a big IF.

I don't see you eating dinner at 5:50 and then getting to Hall of Presidents less than 30 minutes later. Even if your ADR is for 5:50, you might barely be seated by 6:15.

You have time to do more in Fantasyland if that is your first stop, before your 10:30 FP at Thunder Mountain. Could also probably fit in Winnie the Pooh, Small World, etc. Do your best to plan attractions that are located close to each other...to me in your plan you have too much back and forth between the various lands. You didn't say what ages and interests your group is, which to me is important. If you have little kids, then start with Fantasyland! If you cant get FP for 7DMT, follow the crowd and go there first. Then do the other attractions nearby before your FP.

Our touring rule is to do the "ride" type of attractions first while the lines are the shortest, then later in the day do the "show" type of attractions such as Mickey's Philar Magic, Monsters Inc., Enchanted Tiki Room, Country Bear Jamboree, etc.

I guess no 24 hour event announced yet for leap year day huh? that's disappointing! I was hoping for one again. If they do announce it... it will be super crowded that day so you may need more time for some attractions.

When we tour in January we can do Peter Pan, Little Mermaid, Haunted Mansion and over to Thunder Mountain without having to use a FP and in that first hour. I think you might be able to do TM without a FP and possibly try to get in Splash too. I believe that you can now set up your FP and then modify it if you don't use it even after the window time has passed.
