You need to understand the policy of the store before you complain or go nuclear and call them out.
Walmart is upfront about their pricing being what it is online vs in store. I found that exact sweater and it is listed as $7.00 online but here's what it also states is that the $7.00 is the price when purchased online

Also to understand, while you can waste your effort if you want to on getting your money back their policy is price match is not applicable to special pricing deals which includes clearance items which is what your item is

Another thing regarding pricing store to store is this is common throughout the years IME. JCP for example the one at our local mall closest to me frequently price marks down their items 1) to clearance earlier 2) lower clearance price than the JCP located in a different part of the metro. You want good deals you're more often than not going to get it at the one by the mall. Costco between the two immediate locations near me the one closest to me has the exact same thing 1) clearance earlier 2) lower clearance pricing. They don't price match each other and JCP doesn't price match clearance. I believe Costco could be managerial discretion.
