Planning a small dessert party - not DFTW

I have ready LurkyLoo's blog posting about planning such an event and is it still the case that one must be staying on property to plan an event? I would like to plan one as a surprise for my mom's 60th birthday, but she has an off-property time share.
 
I don't think you have to be staying on site :)
 
When I tried to book our DP, I was told to call back after I had made my hotel ressies. They wouldn't give me much info until then. Which leads me to believe it may be mandatory to stay onsite. I was actually a little disappointed, because we are staying dvc and had to wait until 11 months out, we were left with only a few locations still available to choose from. I am very fortunate though, that we got my 2nd choice.
Good luck. Perhaps if someone in the party is staying onsite you could put the DP ressie under their name?
 
When I called to ask about booking a DP I was told that a certain percentage of guests had to be staying on property unless they lived in the area and were not staying overnight. This was a few mos ago through Disney Catered Events.
