We did the $200 place holder to get the 10% discount on a June 2019 cruise. Do you think that would be valid for a Oct 21 cruise and how would I contact to get it
 
You need to call DCL and check with them. Generally placeholders are only good for 24 months so one purchased in June 2019 would need to be used by June 2021. They may have already refunded that placeholder, if you did not apply it to a cruise.
 
At this point, the $200 should have been refunded to your credit card as the placeholder expired after 24 months. DCL is allowing the onboard booking discounts to be used beyond the 24 month period, but you needed to convert the placeholder to an actual cruise booking before the 24 month period was up. For example, I booked a placeholder on my March 2019 cruise. It would have been needed to be used by March 2021. I converted it to a cruise reservation in January 2020 for a September 2020 sailing, before things started go bad. Before my PIF date for that cruise, it was obvious ships wouldn't be sailing, so I moved the reservation to March 2021, before the OBB would expire. Then in early January 2021, when it was obvious ships still wouldn't be sailing, I was able to move it to a September 2021 cruise, which did sail. But if I hadn't converted the placeholder to a cruise prior to March 2021, the placeholder would have been cancelled.

You can call DCL and see if there is anything they can do, but there's a good chance you won't be able to get the discount at this point. If you can't get your OBB discount, I would recommend looking at the *GT fares that DCL is offering right now.
