There is a restaurant, but only at the PoC in Disneyland, Paris. It was awesome. Otherwise at WDW, there is a pirate activity theat the kids can do, I think it sails from the GF. But maybe the minimum age is 4, I'm not sure. The kids get to go on a treasure hunt and wear pirate hats.
There is kind of a pirate theme to the pool at CBR. I think they had a cannon or something. It aslo has a small wterfall to play under. At the very least, he could pretend he was a pirate with all the gear he can get at the gift shop outside of PoC while he plays in the pool. (It is one of my favorite gift shops.)
There is a 2 hour pirate cruise that leaves from the GF and an albatross cruise that leaves from the YC/BC marina for kids age 4+ (potty trained). Here's a link to a thread I started http://www.disboards.com/showthread.php?t=970663
Family Magic Tour goes on a scavenger hunt to find Captain Hook's hook.....but more on the "peter pan side" then the pirate side.....might enjoy it though...it was really fun!
