Picture I.D for minors???

I am taking my Niece age 12 and Nephew age 9 with me on our cruise in Oct. I know I need a birth certificate and a note from their parent's giving me permission to take them out of the Country. Do I need a photo I.D. too?
 
No, photo i.d. is only required for ages 18 and up as long as they are U.S. citizens.
 
One of their parents can take them to the Department of Motor Vehicles, and for a couple bucks they will make a picture ID that is good for four years if I am remembering correctly. You must have a certified copy of their birth certificate (at least in Iowa) to get the ID.
 

The NJ DMV won't issue the photo ID's for kids. We cruised last November and after 9/11 felt it would be a good idea for the kids to have photo ID even though it wasn't required. Security was so tight at the airports. We created our own laminated ID's for them and put them in their lanyards. The airport security guys made a big deal about "checking" their ID along with the grown ups. We'll use them again this year.

I got Dakota's picture ID prior to 9/11, and this was in Iowa, so it may be possible that you can not do this. You could always call and check to see if your state will provide this service.
 
You might also check to see what sort of school ID they have. Our system makes plastic cards that have picture and ID number that is used for lunch, library, etc. Middle school and high school students have them in their possession while elementary students usually leave them with teacher so they are always there for lunch. They may have them and you just weren't aware. Could probably "borrow" it for this even if they normally stay at school.
 
We have photo ID of DD8 that was done as part of the KidSafe program in our town. It has her height, weight, fingerprint, etc... printed on it. DH and I each carry one at all times in our wallets. Hopefully I will never need to use it for any official purpose, but it served us well in an airport once. We had a lunatic US Air agent on a trip from BWI once who insisted that she needed photo ID to board the plane -- she was 2 at the time!!!! We happened to have this thing with us (we get a new one every year) but insisted that he call a supervisor over bc we knew he was wrong and was going to aggravate every single person with a child in the very long line. :(
