I had questions about Picnic in the Park (and another question about anniversary celebrations) so I emailed Disney. Here's a copy of my email and a copy of their response.
1) I see that there is a new picnic in the park program at the Animal
Kingdom. This sound like something my husband and I would like to do.
However, our daughter and son would like to eat somewhere else. We will
be on the dining plan. Can you please explain to me how this would work
since they are also adults on the dining plan.

Our Guests have experienced the restaurants at Disney's Animal Kingdom®
Theme Park. Now it's time to take their adventure one step further with
Picnic in the Park. Starting Tuesday, April 7, Guests will be able to
purchase a meal for the family packaged in the "Every Tree Has
Character" reusable bag to take with them to one of many picnic spots
throughout the Park.
Guests can place an order at the Picnic in the Park podium located in
front of Guest Relations, staffed 8:45 a.m. 1:30 p.m. daily. After
that time, or if the Guest has decided to get their picnic pack after
they've ventured into the Park, they may go directly to the podium at
Tusker House Restaurant to place their order.
Tier 1 features a, chicken wrap, ham grinder, tuna pita, or turkey
focaccia sandwich. Tier 2 offers a choice of rotisserie chicken or ham.
Guests may select from the following side dishes: chips, coleslaw, corn
medley, green beans, macaroni & cheese, mashed potatoes & gravy, orzo
pasta, oven-roasted potato wedges, seasonal fruit salad, and tomato &
cucumber salad.
Dessert options are an apple, orange, brownie, cookie, cornbread, or
crisped rice treat.
No modifications or substitutions are allowed.
Pick-up time needs to be at least two hours from the time the order is
placed, and Guests should bring their copy of the order form as
confirmation. Payment is due upon pick-up of the order.
Picnic packs may be purchased for groups of three, four, five, or six,
with the quantities of food varying according to group size.
Plates, utensils, and napkins are provided so that our Guests have all
the pieces they need to picnic in the Park.
For Guests on a
Disney dining plan, Picnic in the Park may be used as a
Quick Service Meal (requires one Adult entitlement per meal amount). For
example, a Meal for Three will require three Adult entitlements.
