We just got back from the Halloween party and had 1 pic taken. I linked the Picture to my Disney acct and it's only giving me the option of $59 for a download of all pics that day, except I only have 1 pic. Is that right? Can I not purchase a single download?

What are you trying to purchase through?
The Android app doesn't allow single photo purchases. You will have to go to the actual website to purchase the single download

Go to mydisneyphotopass.disney.go.com Apparently, you can't buy single photos anymore in the Andorid App.
