Photopass CD?

I have been reading about a Photopass CD for $99. What is that, what does it include and where do I get one? Thanks!!

When you get your pictures taken by a Disney Photographer, they swipe your "photopass" and it is saved to this CD. You pay $99.00 for all the pictures downloaded onto this cd.

Do they have the Photopass photographers around for regular character meetings, or only the ones that are permanent? If we saw Belle at the entrance to MK, for example, would a photographer be with her to snap your picture?

In my experience there wasn't a Photopass photographer who walked around with the roaming characters (for example when we bumped into Minnie Mouse at Animal Kingdom) but there were Photopass photographers at the "official" character meeting spots (in the judges tent in Toontown for example). And there were Photopass photogs wandering around in good photo spots like in front of the castle and the Tree of Life, etc.
