Yes, this is precisely what happened. That's literally what they said back in one of the replies I got from guest services, except they phrased it as "optimizing guest access" or whatever. And as noted from my conversation with a friend who works there, they analyzed the proportion of downloads and took the locations away that had a lower proportion of downloads - note, not a lower total NUMBER of downloads. Since the meet and greets are pictures of an INTERACTION, it makes sense that those photographers snap lots of pictures that may not end up being downloaded - for instance, when my daughter meets Anna and Elsa, they always chat, and usually the photographer takes candids of their conversation, her hugging them, etc., in addition to the posed photos. I usually just pick a couple to download, so maybe I only download 4 or 5 out of 12 snaps, which is a low "proportion" but still 4-5 pictures. So their logic is so weird to me. But apparently that was the rationale...
I think your point about being able to be IN the pictures is an important one. Even if you take an excellent camera with you, there's no one trained to use it, so how are you supposed to get nice pictures where you're in them! It's so baffling to me. Hire more photographers!
