Photoimpact

Hi! I wanted to try my hand at doing my own designs, and am clueless as to what program to get. I saw that alot use photoimpact, but which version? I found a photoimpact 10 SE, for 12.99. Is this a good one?

I believe most people don't use PI. I do, and I am in the minority. I believe most people use PhotoShop Elements (PSE). I have version 13 of PI. I had 10 or 11 (I forget which) but just upgraded last spring.
