I seriously never thought of myself as being stupid but I'm sure feeling it right now. I for the life of me can't figure out Pearl Harbor touring. I read there's no cost, then I read there's a cost. I'm losing my mind over this one. Please help simplify this for me. I must be over planning this one somehow.

Tickets are free if you walk up and buy them. There is something like a $1.50 charge for buying them online. They go on sale (I think) 60 days in advance, but they also sell to tour companies. If you miss out on tix, you can book a “tour,” which might or might not include transportation, headsets, and/or an actual tour guide, and those same free tickets. Does that help??
 
The Pearl Harbor Memorial with visitor Center and USS Arizona memorial is free, it’s run by the National Park Service. You can reserve in advance for the USD Arizona memorial for $1 per ticket. Tickets open up 8 weeks in advance. There may also be an audio tour option that costs $8 or so.

There’s also a newer Ford Island Tour that will take you to/around the USS Oklahoma and USS Utah, I think the Utah was previously only accessible if you have military clearance.

Other sites include the USS Missouri and the USS Bowfin and Submarine Museum and the Aviation Museum etc. Those all have a cost. You can buy separately or there is a combined ticket.
