Paypal cashout for QR & SR

Can anyone tell me if it's possible to cashout of the rewards programs without being charged fees from paypal? I have a premier/business paypal debit card that charges me 30 cents plus 2.9% per transaction. I don't want to pay that everytime I cash out. QR is telling me to sign up for a personal account and I won't get charged anything. Paypal is telling me I will get charged the fees regardless of which account I have. Can anyone tell me how they cash out? Am I getting charged the fees because it is going to a debit card and not a paypal account that I can just use online for ebay and such? TIA.
 
I've cashed out via paypal a few times before. I have a standard free account attached to my bank account with paypal and have not been charged a fee ever.

I would try setting up a personal account attached to your bank account and cash out for the minimum on one of your sites to see if you get hit with a fee.
 
I also have a premier account and was charged a fee. Does anyone know if you can downgrade a paypal account. I don't sell on ebay anymore and I really don't need the premier. There are plenty of places to click to upgrade account on the site but I searched for a long time and (no surprise)can find nothing about downgrading.
 

I opened a small bank account in a bank where my husband and I have NO accounts.
I used that account to attach to my PayPal.
When a rewards program pays me in Paypal, I move it to my bank account.

I pay no fees and I can write checks or take cash any time I want.

I thought I read somewhere that you can only have a certain number of no fee deposit transactions a year with a personal paypal account. Is this so?

I don't think so.
I have to move a minimum of $1.00 at a time.
As long as I have at least $1.00 in my Payal personal account, I can always move it with no Paypal fees to my bank.

Banks may charge a transaction fee for doing this (mine doesn't), but Paypal doesn't charge.
