How does payment work for the program. do you pay your college tuition to Disney or to your college? I am transferring to another college and wonder should I do a semester at the new college before applying or apply now and how would that work?

Whatever tuition your school is charging is paid directly to your school. Disney only charges a fee for the housing events, but you do not pay any direct tuition to Disney (unless, I think, paying fees to take CP classes?). If you are getting credit from your school for doing the program, and need to pay for that, you pay your school, but your mileage may vary with your school.

Disney directly removes the payment for rent from your paycheck. You never actually send them a payment.
