Payment by Phone for online ressies?

I tried to make a payment by phone for a hotel only reservation I made online. I was told that because it was made online that I cannot make any more payments until check-in.

Is that correct? Why don't they let you make online payments to hotel only reservations?

I have made more than one payment to a reservation online, however I did it online and not by phone.
