Pay Pal Question

I'm trying to pay for something that I bought on Ebay through PayPal but I need to change the credit card that I had previously set up. When I try to add a credit card I'm getting this message
You must Verify your PayPal account before adding additional credit or debit cards. Go to your Account Overview page, and then click the Get Verified link to Verify your account.

When I go to Pay Pal, it appears that the only way to get confirmed is to either have some type of deposits made to our bank account or to apply for a credit card.

Is there something that I'm doing wrong? All I want to do is to change the credit card that I had set up with Pay Pal a few years ago.

I had the same issue once when my credit card number changed (the credit card company issued new cards because there was some potential fraud problem)...and I couldn't figure out how to do it. The solution I came up with was to open a NEW paypal account for my 'new' credit card with a different email address (I've got a few...yahoo, gmail, etc).
