When I was checking for renewing my passport - I am pretty sure it said the pictures had to be taken within the last 12 months.

In general, the rule is that the pictures must be taken within the last 12 months.

There is an important exception. "If applying for a replacement passport for a child, you must include a photo that has been taken within one month of the date the application is submitted." http://www.ppt.gc.ca/cdn/photos.aspx?lang=eng&region=Canada
