Party Pass? What is it

I have seen some people refer to the Party Pass. Is that the same as the FOTL access that you get when you stay onsite. Do they just give a pass that is good for the entire family or does each person get one?

No, it gives you admission to all the CityWalk Clubs. Similar to a PI ticket. Each person needs one (well, each person over 21--those under 21 aren't getting in even if they have a ticket).
