Is the other Muppet on the bike Dr. Teeth (of the Electric Meyhem )

As for MKs clock picture...it's over in WS...I'll take a stab and say that it is in one of the shops in the UK pavilion...and if I had to be more specific...I'd say the toy shop....(am I close??? )
