I'll give you some general answers and I'm sure you will get more answers as time goes on.
If he will still be on chemo or have just finished chemo, you want to check with his doctors for the timing of the trip.

Yes, but you want to make sure before getting into the line that he will not have problems with either the time or the distance involved in that line. Some of the attractions (examples are Soarin', the Safari, Bug's Life) have a long distance to walk, even if the wait is short.
Park with the strollers or ask the CM. If he takes the key with him, no one will be able to drive it away.
Ask the CM at the ride entrance about the distance/time and also where the ride exits compared to where you are getting on (some exit close by, some are around a corner).
If you haven't already checked it out, look at the disABILITIES FAQs thread near the top of the board, specifically some of the links.
Also, look at the information about Guest Assistance Cards (GACs) in that thread. GACs are meant to provide accomidation for needs that are otherwise not readily apparent. Just having been on chemo, your dad may have some needs besides mobility/endurance (like needing to wait in a cooler place, etc.) Keep those things in mind and request a GAC if needed.
How about at restaurants or the hotel? Do you bring it into your room to keep it secured?
He can park outside restaurants or bring it inside. Just find an out of the way space, park it and take the key.
When you are in the room, he would bring it inside. You need to be able to plug it in and charge it each night.
