Parking question

I know this may seem trivial, but it's all part of my master plan (don't ask)

I know that after 6pm, parking is free. What if you show up at 5:30 or 5:45? Do they still make you pay? Or can you just sit there for 15 minutes and wait until 6pm?

If you show up early, you'll probably have to pay.

Where would you "sit" and wait? You cannot just sit in the area of the parking boths. If you are worried about 5:45 or 6:00pm, just wait until then to drive over I would have to think that if it is 6pm, then 6pm it is.
