I was planning on buying two annual passes when we arrive at Disney. If I want to park in the MGM parking lot before I buy the pass (I'll be buying them as soon as we get to the entrance), do I have to pay for parking?

Would I be better off ordering them beforehand so I have something to present to the parking attendant?

You just take your receipt with you to the ticket window and they will refund the parking cost.

I had my vouchers with me in June, and I was not charged. I only bought one before my trip and the other two there.

It's really the parking CM's judgement that makes the difference here. The free parking extends only to active AP's, not to vouchers or to someone who says they are going in to purchase an AP at Guest Relations. Some parking CM's will let you in without paying, some will not. If they insist on charging you, safetymom's advice above is correct.
