We are interested in grabbing breakfast at Captain Cooks for the Tonga Toast! We will have a car, and would like to drive over - so much easier than taking the bus from where we are staying at CBR. I have parked at a resort for a TS meal but never QS. Is this allowed? Thanks!

It will depend on the time of year and how crowded the resort is when you try- you may be turned away or let in at the gate. The closer to the holidays the less likely you will be allowed to park. On the other hand since you are staying at a disney resort you can park for free at the MK lot and walk or monorail over to the Poly for the meal.

We will be there the week before Thanksgiving, which should be somewhat slow. I am debating whether renting a car is going to be useful and worth the expense.

We've done cabs and MDE in the past, but now we always rent a car. We like the flexibility of making ADRs at other WDW resorts and knowing we can be there in 10-15 minutes, compared to the need to budget an hour if you're taking a bus from CBR to MK and then monorail/boat to Poly. It's also super quick getting to/from the parks (with exception on MK).

To answer your original question, like mod said, it depends. We have parked numerous times at GF and Poly. Sometimes we had ADRs, other times we said we wanted to "check out the resort and maybe get something to eat", we've been let in every time. But we almost always go during low/medium crowd periods. Also, since we are staying onsite and have a resort parking pass, guard knows we're not parking at Poly to try to avoid paying the MK parking fee. But if resort is crowded it is possible you could be turned away, if you park in MK parking it is quick walk from TTC to Poly.

Very UNLIKELY you would be tuned away unless the lot is absolutely full. Having a CBR Parking Pass will help a lot as Lucius Best has suggested.
