If we are not staying on property and want to visit the Boardwalk, will we be allowed to drive into the parking area and valet park?

Probably, if you valet.

But if it's very busy, you may be turned away even if you plan to valet. For example, on the weekends during Food & Wine Festival, the entrance guards often turn away all but guests actually staying at BWI or BWV. Usually, they direct those guest to the lot across the street, but there have been reports (on the Transportation Forum) that even that lot is being monitored this year during F&W.

Anyway, you should be OK if you valet.

We were just there last week, and the weekend (opening of F&W) was protected tighter than Fort Knox! No valet unless you were staying at BWV. They had signs and guards everywhere. Not sure if this is the norm as it was our first F&W there. I know there is a thread over on the Transportation Board regarding this you may want to visit there...

Yep, it was crazy there last weekend. I've never seen anything like it. There were signs up, all over the place, saying only BW guests were able to park. There did seem to be a fair number of people walking across the street though. So, perhaps they were allowed to park there.

Pardon me for asking a dumb question but why don't they just park in the Epcot lot?

I realize that you can get to the international entrance to Epcot but by riding the tram from the Epcot parking lot and then walking to Mexico doesn't seem like a long walk.

Because they would have to pay. Some might be legitimately visiting the Boardwalk. But when I've stayed in standard view in the past, there's always a parade in the morning from the parking lot and then at night after Illuminations there's a mass exit. It ticks you off when you are staying there and can't find a space.

I agree. We'll be there in 2 1/2 weeks and parking, even as BWV guest, can be challenging. I fear with PI closing, it will only get worse.
